They are slowly unloading the pieces of Bertha, the tunneling machine.
Bertha's twitter feed is the place to learn up-to-date details. The ship from Japan came in to Elliot bay last week but didn't dock until the weekend.
I think the nose of the machine is the green circular piece laid out on the left of this shot.
